I highly recommend M*A*C. Their makeup is the best for me (I have oily skin in summer and dry in winter). And you can always find something that matches your skintone.

The difference between translucent (are you talking pressed?) and loose powder is basically one of preference. Loose powder gives a lighter finish, but it's messy to work with. Compact or pressed powder can often double as foundation if you already have a good complexion. It's also easier to carry around. Again...it's just a personal preference. Play aroudn with both until you have a favorite.

Steps:
1) tinted moisturizer. Let it set for a minute or so to fully absorb into your skin.
2) concealer - use only where needed and make sure to blend!
3) powder over everything. This will make sure the tinted moisturizer and concealer stay all day.

Stick with natural products and a powder with an SPF to help protect your skin from the sun. The sun causes 90% of aging and can be prevented.

I use and recommend Arbonne. All of their products formulated in Switzerland and made in the US so they're unlike any others on the market. They're made with natural botanicals, pure, safe, beneficial, hypoallergenic, pH correct, dermatologist tested, and formulated without alcohol, wax, dyes, chemicals, fragrances, acetone, and mineral oil. They are made with exceptionally high EUROPEAN STANDARDS of quality and they have a full line of cosmetics that are beneficial for all skin types and tones. Their About Face Mineral (pure) Powder Foundation with SPF 15 has more coverage then the translucent loose powder. It's for realistic coverage. The advanced formula includes minerals and pigments that are blended into a light-reflecting powder that provides sun protection, a natural look and a flawless finish … all in one. Offered in 15 shades, to ensure a perfect match. It's made with natural ingredients such as mica, titanium dioxide and dimethicone.

Translucent powder is loose powder that is meant to be invisible...unfortunately it is just really light-colored powder and you are better off choosing one that matches your skin tone. Of the list above, Shu Uemura's is the best, but it's very pricey. Clinique's is very good and more moderately priced.

Put on undereye concealer first, then tinted moisturizer. Then dab concealer on any spots or anything that the tinted moisturizer didn't cover (this will avoid overkill). Then pat on powder with the puff and dust off with a powder brush.
