OK no one has told you how to inhibit the rust.
We use a product called Oshon(sp?) it changes the active rust to an oxide that can be ground off. the you can fill it with bondo being the cheap way out but the best way is to find a wire welder and a skilled welder to fill the hole WITH METAL, then sand it down and only use bondo to smooth the surface. you will have a fix that will last.
I would charge around 200 to do this on a vehicle so maybe go by a body shop and say fill the hole.

u could buy some bondo for about 12-20 bucks a gallon or about 8-10 for a half gallon. just mix it with the hardening creme and smear it over the hole. then sand it off and paint it.

Uncle Red is a wise man. The correct fix is to weld it. All of these other fixes are temporary and will eventually fall out, bubble up, and make a bigger mess than what you started with.

use some rustseal and backbone (fiberglass reinforcing mesh) to bridge the gaps.
