Yeah they are the worst type of criminal's
Reinstate the death penalty
Stamp out whistles
Stamp out drums
and guitars, no more noise
no one is allowed to speak anymore
Gotta nip it in the bud
no nipping noises either

I thought a whistle on a lanyard was standard issue for a scout -- was 60 years ago when I was a scout. Anyway it all boils down to how much close supervision the scouts get. If they are free to roam the woods unescorted then there may be some liability. Lots of variables there.

You've got to be kidding! Why not just tag them all with an embedded GPS tracker? And tie a line between them all....and put them all in bubbles against allergens....and leave them in the safety of an underground bunker...

you may be onto something there! at the current cost of sending your kid to scout camp, the kids should all have GPS locators! but then the way things are going parents will have to have them inplanted at birth just to keep the nuts from stealing them soon...

Get real. Maybe they should be prosected due to sunburn or a skinned knee. Sunscreen and knee pads should be mandatory, right?
