Your relationship to this person might be somewhat relevant in answering this question. However, I think that building rapport with difficult people is definitely possible. Be polite, but firm. Do not give the impression that you are intimidated by them. Don't be hostile or aggressive, but assert yourself as needed. Generally, my experience has been that if people know that I'm fair, respectful, and not a pushover, they tend to either fall in line or leave me alone. Either is fine by me.

Biggest thing is to listen and show interest in what they are saying, be it complaint or not. Difficult people sometimes have a hard time getting others to listen so try it.
