£10,000 / 21 persons / 28 days = £17 per person, during the Edinburgh Festival?? Maybe wishful thinking??

Try Edinburgh University accomodation, reasonable prices ,basic ,clean, and have disabled access. What ever you decide, do it soon ! during Fringe and Festival accomodation is hard to find. They also have self contained flats which may be a cheaper option, if the people dont mind sharing.

You should get a good deal for 21 people.
I suggest you contact Tourist Information or the Youth Hostel Association.
Have a good Trip,
Time is running out to organise it.
Good Luck.

Try getting accommodation at one of the university halls of residence. Pollock Halls (Edinburgh University) is fairly central.
