Say I wanted to write a screenplay based on a film already made. What are the steps I would have to take in order to do so? ie, locate copyright owner.

your quest has too many loose ends. when you say "based on a film" does that mean your story is a sequel and essentially a new and thus original story. Or are you planning to rehash the same story with perhaps some embellishments? Most movies are based on a novel or other literary work, rather than an original screen play. In that case you will have to research those rights as they may be exclusive with the first films producer. most likely the best place to start is with the producer if available, and then try the studio as they will have a rights department. If you can make money for them, they will be glad to help.

You need to talk with the screen writer to secure those rights. WGA West can help with that
