It's dirt now and will have to dig out for fill. What would be the best fill I could use? I've also heard of manpac or hardpac as an alterntive to asphalt. Any comments about either?

I would not install an asphalt drive, considering the repairs and maintenance. Those supplies to maintain a drive have gone thru the roof. I just bought sealer at $22 for 5 gallons. And to have a drive coated its about $1500 for a 150 foot drive.

I would put in an interlocking concrete block drive right onto a bed of crushed stone 16 inches topped off and machine rolled and compressed with screenings.

Asphalt is like GOLD.
