Pay off your house have more than one person living in your "house" keep buying things from him.
It is the same as the Game cube you have to pay your mortgage.

You have to buy a certain amount of items from him (like 10,000 bells worth) to upgrade.
Here's what you have to spend/do:
Nook 'n' go: 25,000 bells
Nookway: 65,000 bells
Nookingtons: 240,000 bells and have a friend buy something.
If you don't have anyone to WiFi with, you can check out http://www.animalcrossingcommunity.com and find someone to come to your town.
