What you're talking about is called Search Engine Optimisation, or SEO for short. There are several things you can do to help your site rank higher:
1) Research keywords. You can do this with free tools such as Good Keywords (linked to below), and the Trellian keyword tool (also linked below).
2) Write title and meta description tags based on these keywords. If you want to know more about how to do that, check out link number three on the list. You may also want other tags. For a good example of meta and title tag writing, check out link 4.
3) Get links from good quality, well on topic sites. For this, simply search for your keywords. The sites near the top are the sites you want to get links from. Also, be active in the blogging and forum community in the area your website is on. Links pointing at your website will make it rank, above all other things.

You can't pay to be at the top. No matter what anyone says. They're wrong.

What they're talking about is called Pay Per Click advertising. If you want more information on that, Google it.

submit with google direct it tells you it may take a few weeks and only if you are lucky they do not want our small businesses only the ones who can afford to pay, its called greedy as all who are clicking with them pay anyway , i have had a website for 19months. and still not on their pages on most of the others.from free submits, never sign up or pay for submitions, as you have to give your e-address then you will get spammed you have agreed in the small print that they can sell your e to whoever, never cut and paste any of there metas, on your pages(we will submit your site free paste this on your site)the ones wh guarantee 10.000 traffic the same applies never never, or unless you want 10.000 spammers trying to sell make money fast etc etc,stick with the freebies,
but do the above.
one other that I did was do your own free down load. addweb website promoter 8 takes a bit of your time but worth it and only submit to the top search engines, you will most likely be on the 2.000 other small ones that only a few use anyway,and do it once a month, change your metas about eah month the spiders then think its a new web site,
make sure your site is robot freindly, go to scrubtheweb for free on that advice,
