No it isn't OK. Look in your owners manual. The only recommended fluid to put in is listed right there - a 50/50 mix of Ethyl-Glycol anti-freeze coolant and distilled water.
Adding straight water promotes corrosion which can cause long-term engine damage. In a cold climate it can also freeze. also causing long-term damage.

Yeah, you can put that much water in. You may also be able to buy premixed coolant.

yes...modern emgines suck the coolant into the radiator from the overflow tank when they build up a vacum...it's a closed system...old car used an open system.

Try to use distilled water.The solids in normal tap water can clog a radiator eventually.
