Yes. In many cases there ARE strings attached to aid. Granted, not if its given by an NGO (non-government organization) like the red cross, but many times when aid is given from the US government there are many strings attached that damage local economies in the global south.

YES YES YES.The system works like this ....United States gives aid with big fan fair to a third world country with some resources that USA needs.Now 95% of the aid money ends up in the hands of Dictator or ruling Junta and brought back to the United states to be invested here in this economy.Now in 10 to 20 years the dictator[FOR EXAMPLE MARCOS] is super filthy rich so United states sends a One star General to remove the dictator and put his meager belongings in plastic Garbage bags and put him and his entourage on a old C141 and fly him into exile.and confiscate his ill gotten Billions.But the poor population of the country still owes money to the United States and keep on paying it back with Gold Diamonds Nickel Copper or you name it what.END OF THE STORY!!!!!!!!!!!!

Not necessarily. Occasionally aid is offered in exchange for policy decisions favorable to the US, but, more often, it is simply flushed down the toilet. Take Mexico, for instance.
They're so dependent on our country's foreign aid that we could shut down their economy by suspending half of our non-loan-based aid. Despite that, we as a nation are unwilling to exert our economic muscle to force them to change their policy towards cross-border drug smuggling and governmental corruption.
In other words, foreign aid can be used for imperialistic purposes, but the people in charge of the United States government are too spineless to do it.
