Maybe I should not say "cheap" but rather "value for money". But how do I know that they will not steal my content and build a portal for themselves instead? (sounds funny but I'm really clueless!)

Well you said a couple of things here.
Trustworthy,,, there are probably many available
Cheap ... doesn't necessarily make for the best in trustworthy.

Like with anything, you get what you pay for!

There are good reasonable people that are qualified to do what you need. But I would suggest that if you make cheap the first statement will get you some beginner.

Building portals requires someone with good ACTIVE programming ability like PHP or ASP etc. Those who really know how are not necessarily the cheapest.

So do you want cheap and have all sorts of security issues etc. or do you want qualified experienced help?

You can roll your own if you really want cheap, there are tons of open source packages to build a portal upon. The time to learn how is another issue.
