is quite acceptable in the 'looks' department.
If you were to say "He's not a bad looking kid" you are saying that he is borderline good-looking.
It's complimentary to be told you're not bad looking.
"Not much to look at" is not so complimentary. That means you are not good looking.

if you want it, could also be a subtle reference for really bad = ugly

I would read it word for work. Not bad looking. Means, Not ugly. That's it. Not pretty , not good-looking.
