In football what is the law on defenders shepherding the ball out of play?

What are the restrictions because all too often it seems like they are fouling the opponents in doing this.

there doesnt seem to be a law about this its up to the the ref but if that happen in the other penalty box and a striker trying to obstruct a defender it would be a free kick out its a joke there shouldnt get away with it
