If you mean during the regular game (i.e. not in the character builder), or for pets born "naturally" to your household or adopted from the pound - well, you can't. You can change appearance by using the mirror, but gender and species is fixed.
During character creation, you do it with the little male/female symbols, just like for sims.

You can't even do that in real life. But if your dog feels this is how he should be...too bad for him. You can't you just have to be careful when you're creating them. Puppies can be sold if you don't like the gender.
