You cant "find" the privileges. Your logon either has it or it doesn't. Look in the users and groups control panel. If you are a "limited user", you do not have it and can only be changed through an administrator.

log on to the computer with an account with administrative privilege or right click the installation file of the program and select "run as", then supply an administrative credential.
