No. The speed is not controlled by software. It's a "hardware" limitation.
If you are only using slow USB devices such as mice, keyboards, or USB flash drives then it's no big deal. But if you rely on faster ones like an external hard drive or DVD burner, then you're going to want to upgrade. The cheapest way to do so is to buy a PCI USB 2.0 card. You should be able to find a decent one for under $30.
Look on http://www.pricewatch.com for brands like Belkin, NEC, or SIIB.

not that i no of.
my computer has them ports and its ok, its just slower than 2.0 ports, sometimes i think my ports are better than the 2.0 ones :))
