Well I Use The Firefox Internet Browser To Download Files Off The Internet. I Like That Feature.
Limewire Is A Program ( Also In Portable Ways ) That Allows You To Download Programs, etc....., Off The Internet

For MS Windows, Download Accelerator (DAP) (http://www.speedbit.com/) and FlashGet (http://www.flashget.com) are good.
For Linux, I'd suggest Axel which is command line based or D4X (http://www.krasu.ru/soft/chuchelo/) for a GUI based manager
