Charlie and the chocolate factory by Roald Dhal. In the film (have not read the book) the boy is naughty so drinks from the chocolate river and gets saved by an umpa loompa which is a small person, and he does not get the golden ticket.

Enid Blyton wrote books called "The Magic Faraway Tree" in which there were lots of little people living in a massive oak tree in the middle of the woods and the local children befriended them and every day a new land would be blown in the clouds to the top of the tree and they would enter the lands and have adventures. I specifically remember one of the lands being the land of sweets but I can't remember what happened there. I think a couple of the character were called Moon Face and the Tin Pot Too man.

I remember reading this as well! Wattie is right - I think it is one of the stories in Enid Blyton's Magic Faraway Tree series. The one you're refering to is probably the "Land of Treats" story.
