Individual notions of right and wrong are generally shaped by the rules a culture places on itself. These rules are slowly built and evolve through time as a general consensus is built and maintained by the people within that culture. This is a "general consensus" and so there will always be a minority who do not share the same exact beliefs at all times in their lives. From time to time these differing individual beliefs can openly clash with those of the culture they live in. Furthermore, individuals from outside cultures can appear with their own definitions of what is right or wrong.

To error is human to forgive is divine. Everyone does wrong, some know they are doing it and don't care, some do wrong and don't know and that is how they learn. For the one's that don't care there are many reasons, bad upbringing, mental illness, politicians do it to gain power, the list goes on and on. The question to ask yourself is why do you do wrong, and try to fix it. Good luck.

Because they confuse it with what is right. Who can define right and wrong fully anyway. Life is a huge grey area. To kill is wrong yet to kill to protect your family is supposedly right. I give up trying to understand peoples way of thinking.
