The most popular Smallville question. The creators have stated since at least Season 2 that Bruce Wayne will not be appearing in Smallville at all due to film rights. Personally, I think that's why they used Green Arrow this season...to fill in that gap somewhat.

Bruce Wayne WAS going to appear on 'Smallville' until "Batman Begins" got into the production stages. Warner Brothers decided to keep the franchises seperate so that they could make more money off of them.
The storyline involving Adam Knight was originally supposed to lead to be Batman later down the line. His false story about the loss of his family. One time he had on a black and yellow shirt with the number 27 on it. (27 is the issue number of 'Detective Comics' in which Batman first appeared.) His fighting skills were like that of Batman's. EVEN his name, Adam Knight... ADAM - the 1967 television Batman was Adam West & KNIGHT - as in the Dark Knight.

NO, Batman and Wonder Woman and Flash are all tied up due to planned films, that is why Bart was called Impulse in 'Justice' Green Lantern is likely tied up as well.
It is my understanding that any and all things Batman are tied up due to what is often refered to as the bat-embargo, so Wayne Enterprises will not be getting into a bidding war with Queen Industries and LuthorCorp any time soon.
Any Cross-continuity with the Bat-franchise would be in a possible World's Finest Film that merges the Batman Begins/Dark Knight franchise with Superman Returns/Man of Steel franchise as a 4th installment in both their story arcs
