How to setup a streaming server?

Anyone can teach how to setup a streaming server using vlc server in both windows base and linux base. This is my FYP project,now get trouble on it.

The "easy streaming" wizard simplifies things a bit, if you have the wX Windows interface. File > Wizard, streaming, then go through the options.

Or, File > Open File..., check Advanced Output, click Settings..., and set the stream type and options.
