As to your first question:
The best proof that the speed of sound in air is independent of the frequency of the sound wave is to listen to an orchestra or a ban playing. All of the sounds made by the musical group reach your ears at the same time regardless of the frequency of the sound wave.

As to your second question:
I am not at all sure what this question is asking! If you want to hear the highest frequency made by a whistle just make sure that between you and the whistle there are no obstructions. Short wavelengths, or high frequencies, can be easily blocked by things like trees and rocks and buildings. So, baring any obstructions all positions would be good positions for hearing the highest frequencies made by a whistle.
