Dell Dimension L700cx is making an unusual noise?

My Dell Dimension L700cx is making an unusual noise that I traced back to the power supply. It makes a noise like it is using too much power… ever since the techie installed the DVD R/RW Burner. What is wrong? Is it my burner? I think the power supply has like 170w or something.

I would invoke the great engineering principle of "last fingerprints" here. Whoever fooled with it last is responsible. And power supply noises are never good or healthy or portend good for the future. Take it up with the techie.
