I will be starting Ballet, hopefully next year, at 14. There are both Children Ballet and Adult Ballet Class in the nearby community centre. I wish to take up Ballet seriously and take Ballet exam grade but do Adult Ballet offers exam grade to us? Maybe they are learning for fun... I know I'm not too old to start Leisure Ballet, but am I too old to start Ballet grade 1(taking Ballet Grade exam) ? I wish to dance well and maybe be a Ballet teacher. Well, I do have some experience in dance. I take Chinese Dance for about a year.

You should do the adult class.
Be prepared to work very hard and if I were you, I'd do more than one class a week, I'd do three or four to gain flexibility and technique.
Yes you are too old to start at grade one- my daughter did that when she was only 5 years old. She is now 13 and doing Intermediate 2 (vocational) with 21 and 22 year olds.
Its never too late, but you need to start now and start working towards your goal. There are sure to be ballet beginners classes for adults somewhere. I'd say you'd probably need to start around grade 4 or 5 (graded RAD) for your age. It shouldn't be too difficult to start there, but Grade 1 is too basic.

All the very best!

I would take the adult ballet because the younger classes tend to be more distracting & required lots of the instructors attention.

I used to dance for 17 years...so I understand perfectly your question lol
In fact it's better to talk to the teacher first, telling him/her your desire.
If she/he sees that you really wanna go ahead, he/she will help you...It's never too late to begin a carrer....
good luck...
