This is an arbitrary and useless description created by bureaucrats. People are free to identify themselves by whichever label they choose, and if they mark themselves "white", it could mean that's what they believe, or that's what they've always heard, or they're not sure. I used to use it myself many years ago, but now I select non-white because I think the American Indian component should count, somehow. ITALIANS ARE NOT HISPANIC. HISPANICS ARE OF SPANISH-SPEAKING ORIGIN. So where do Portuguese fit in? Beats me. The non-white label also covers Latin/Hispanics with Asian or African ancestry. In the end, we are of the human race, for pete's sake.
