When the holder of a MATRICULA CONSULAR card is admitedly an illegal alien or he would have proof of legally inhabiting this country, with a legal visa or a passport or USA issued ID, I don't think the card is good for anything. Sadly, it's become a "get out of jail free" card in Southern California.
