I read this on MSN on Monday, the 19th of March, which was a day before I posted the question. The mayor was kidnapped, killed with bullets, and his body was found on a highway.

He was the mayor of Dijelah, somewhere near Baghdad. Thanks for the information sunshine25!

Actually he was the mayor of Dijelah, about a hundred miles south of Baghdad. Might have to do with Saddam's deputy (former vice-president) being recently hanged, who knows. Hope things go well for our troops.
