no there is not any longer- airlines have been Deregulated yrs in the past We purchasers have very few Rights with the airlines once you got your cost ticket you Agreed to the words of purchase- until eventually you got a Refundable cost ticket you could't get an entire refund- you ought to study the words of purchase or ask questions

You should inform Philippine airlines of the wheelchair request. She will be properly assisted and give special attention at the airport & up to the plane. Do she has a wheelchair of her own? If none, it can be requested at the airport so that she can use it until boarding time.
