I think it's because there has occurred, in the past and even now, such a mixing and melding of different peoples that manifests in the wide range of eye--and hair--colour that you see, especially in England.

it is coz of environment, coz environment affects not only the colour of eyes, but also whole body of the human bieng, u will find every where diffrences, coz it differs from one place to another.

moreover God was a way too picky about how each one looks..he found tan skin goes well with black eyes.
