depends where you are spreading them. Also how many peoples ashes.

For the ashes of one person in most places you are good to go.

If you want to do it someplace crazy like on a city street or someone you make need to talk to the town or city government and get a permit for the ceremony.

Also if you are starting a business that spreads the ashes of many people you may need some permits.

in india,place called varanassi,they burn people on the side of the ganges river then sweep the remains into it.people r brushing their teeth just 2 metres from where bits of finger,arms and frog knows what else didnt get the burn program fully.
live outside ur dream and get real!

although there are litter laws, i don't think there's more than two cops in the world that would even think of interfering with distributing ashes.
