Eddie Gaedal was a midget and had one plate appearance. Both of these articles say the commsioners office would not have approved him but he snuck by on a technicality

Soon after this, midgets were banned from baseball
This article talks about a letter veek wrote to the commisioners office

On Aug. 19, 1951, St. Louis Browns owner Bill Veeck sent the 3-foot-7 Gaedel up to the plate as a pinch hitter against the Detroit Tigers. Wearing that tiny No. 1/8, Gaedel drew (of course) a walk on four pitches. The amazing Reliquary (and curator Terry Cannon ) actually has a bunch of Gaedel stuff in its archive, including a letter he wrote in 1959 that calls then-American League president Will Harridge a "little bastard" for banning midgets from the game after that stunt. Talk about the little pot calling the tiny kettle black.

Miguel at 5'1" 130 pounds no professional ball club is even going to give you a sniff. Even if you are a really good player and small (and by small I mean 5' 7 -" 5'9") it is really hard to get a fair shot most of the time unless you just completely stand out talent wise from everyone else. No it is not fair, but that is just the way it is. I myself even quesion if you could get around on a mid 80's fast ball at that size.

No. If you have the skills, can hit, run, and field, you will be welcomed by any team. However, those skills must be at a very high level. Height and weight are not part of the success factor. Good luck.

It doesn't really matter as long as you are good.
