First, form the two equations:

Let R= money of Ree & P= money of Paul

R-28=P+28 => P=R-56
P-35=1/3 * (R+35) => R+35=3P-105 => R= 3P-140
substitue P into the equation => R=3(R-56)-140
=> 2R=168+140=308 => R=154 <--- your answer
and P=R-56=154-56=98

My background is in basic Accounting, which does not require one to be a mathematical genius; only to separate the debits and credits; but, I think the answer to your question is $7. If I'm right, "hooray for me". If I'm wrong, I haven't lost any confidence in my ability to "keep the books".
