Probably because of the climate... Gets less heat and sun then other countries closer to the equator, people there have always worn more clothing because it's cooler and less sun touches the skin. At some point it basically becomes genetic I guess. I think lighter skin helps people better absorb important vitamins from the sun in parts of the world that get less sunlight.

it has nothing to do or this is not restricted to english people, we have russians, south europeans, north africans, mexicans and many more!
that's because there is a substance in our bodies called" milanine" which adjusts our skin to the rays of the sun.
so people in countries where there's usually less sun, or hot climate, are white so that whenever there's sun their bodies can take in the rays with no harm. as for those in hot climates and such is the case in most african countries their complexion is dark in order to tolerate the hot sun, and this substance "milanine" allows our skin to change according to our exposure to the sun, and it's percentage is higher in white people and lower in dark people and that's why they don't get darker after being in the sun.
so everyone has a complexion that goes with their own climate in order to live "adjustedly" on their home lands.
