Is it true that in other parts of the world the vortex goes counter clockwise?

Water will spin into a clockwise vortex if you're north of the equator. If you're south of the equator, it spins counterclockwise.

It's caused by 'Coriolis Force' (which you can look up on the Web)

On an episode of the Simpsons, Homer and the family travel. (i am not sure of location) The place they travel to, the water turns counter clockwise. Some how Homer creates a device that makes the water turn clockwise.

So, I would say that yes water turns counter clockwise in places. However, being that I cant recall the area that Bart, Lisa, Maggie, Homer and Marge traveled to, I cant tell you where this place is.

Coriolis effect which applies to wind directions in hurricanes is thought to be too weak an effect to influence water vortex direction in a draining sink or toilet.

No, not true. Water can go either way.

The Coriolis effect is an atmospheric phenomenon. It doesn't effect the draining of sinks or toilets, except in a controlled laboratory setting.
