We're planning on going soon, but my husband cant walk a great distance, as he's had lots of back surgery. Will he be able to manage the short walk from the 4 wheel drive, to the volcano?

Vanuatu is not in the Philipines, but is in the south Pacific, near Fiji.

No. If he lands in the Philippines, he might require another bunch of back surgery again if he tries walking from the 4 wheel drive to the volcano. Maybe even you.
Btw, you might even have to swim.

,vanuatu is east of australia and nz, slightly west of numea, south of the solomons and as mentioned near fiji.
The Ni Vatu people are very happy people, with a good relaxed lifestyle. There is a small eco- hotel reasonably near the volcano.
Good hiking boots and a sense of adventure is all that is needed, badback not withstanding
