you know everyone wants good vision, CA government allows optometrist association to lobby in the state level. Because they hold some voting power as they are linked to other health care professional group, CA govenrmetn let go of their regulation.

The source of their power is their association. By forming an association that is accepted as the State expert in the Field they set up a cartel that can act like a monopoly. They set up barriers to entry as you have to certify and meet the association standards to operate. Then by certifying and joining the association you agree to operate by the association rules and guidelines.
