A pipeline is a lead source at least in sales.

for example, there is a sales cycle in my business of 45 days which means that what sales I make today will pay off in 45 days. This means that in order for me to continue to get paid 45 days from any point I need to continue to build my pipeline over that period of time. The greater pipeline I have, the more consistently I get paid.

In your example, OracleDirect wants to drive (direct) their quarterly pipeline growth.

In a pipeline there will be those who will buy today and those who will buy next month or whenever. If it is full enough when sales goals are being met on a quarterly basis in your case.
