Marks on Westheimer is one of the best restaurants in the city. It is in an old church with the wine area in the choir loft. Absolutely beautiful!!! See the attached link.

If you like Seafood and have some money, try Shanghai Red's on the ship channel. It has very good food and a Romantic Atmosphere. If you like Steaks, and are rich, try Houston's. Steaks and money, A Ruth's Chris Steakhouse. As to Italian try Biraporetti's Downtown. The downtown Aquarium restaurant is wonderful and has a good selection, although its mostly seafood, and the decor is extremely large fish tanks (very relaxing).
If you want something ALOT more casual and inexpensive try a coffee house like Cafe Artiste (a few blocks from rice university)
On Bellaire there's a really nice asian restaurant called Lai Lai's Dumpling House, that is romantic and moderately priced.
For a fun dining experience and Really good (and strong) margaritas try Lupe Tortillas near Hwy 6 and I 10.

I answered a similar question here a few days ago, and even got best answer, so I"m going to paste the pertinent part of that post here.

You want a nice little romantic place, try Bistro le Cep, on Westheimer at Wilcrest (northwest corner). It is a nice French cafe setting where prices are "upper moderate" but it has a great atmosphere and terrific food.
Another romantic place (candlelight, the whole nine yards) and with Italian food is Carmelo's (on Memorial, west of Dairy Ashford). Wonderful food, great ambiance, wonderful service, also "upper moderate."
Of course there's always Vargos (on Fondren, two blocks north of Westheimer), which is a little pricier, but has very good food (Continental cuisine).
EDIT: Another one popped into my head. Azzarelli's on Memorial. It is little, the food is great, and it is a nice atmosphere.
Here's one thing... my likes may not be yours. I'm 46, my wife is 33, and what we may think is romantic and nice could be considered bad to you. I'm guessing you're younger. Worst case, ask your date what she/he likes foodwise, and go from there.
You can also consult http://b4-u-eat.com for lots of reviews from real people, not snobby restaurant critics from the Chronicle or Houston magazine.

Romance, ah yes! Try Michelangelo's in Montrose for years this has been known as "the" romantic restaurant in Houston, Carmelo's out west on Memorial, another romantic Italian hideaway. One of my favorite places is Mia Bella downtown on Main, superb Italian food.

Kim Son in Sugarland! this is an exceedingly great Vietnamese eating place. it rather is a splash south of Houston with the help of the 1st Colony mall suited off the fifty 9. Their expenditures are respectable and the have a patio area outdoors with a great fountain lake.

The Spindletop Restaurant on the top floor of the Hyatt in downtown. The entire restaurant spins so you get a 360 degree view of downtown. They time the meal to where your view is back to where you started by the time dessert comes around.
