I can tell you what NOT to do.
I had to have been 12 years old or so when I threw meat into the garbage can. It was summer and I didn't know that this was a bad idea. I went out to throw out some garbage at night and it looked like the inside of the can was moving. I came back with a flashlight and saw all of the little buggers. It really creeped me out.
I went into the house, got a lighter and a can of WD-40 and made the improvised flamethrower. It does work and I fried all of 'em.
The next morning, my dad woke me up by yelling at me. I was so disoriented and didn't know what he was so pissy about. We went outside and saw that I melted big holes in our plastic garbage can.
After the garbage man comes and goes, wash out your bins. I use car wash and a brush on a long handle. I have really tall bins and don't want to crawl in them like a maggot to clean it. Anyway, that works.
I used to have a pickup and would also throw them in the back, go to the DIY car wash and hit them with the pressure washers. They always got very clean, but I wouldn't put it in your trunk if there are living things in it.

you could always wash the bin frequently. maggots actually ensure that the bin is clean. they do not leave dead tissue. but, maggots turn into flies which aren't so sanitary.

DA, that is quite a story!
You can just hose them out onto the ground. The water will drown them so they can't grow into flies. Be kind and do it before the trash guy has to touch it.
