so basicly you want 2 ovens(aka stoves) stacked on top of each other? yeah that's possible.

Ok there area few things here
First you have a cook top of some sort, either 4 electric burners on top of an oven or gas elements over an oven, or a cooking 4 or 5 elemement on the counter top without an oven below.
What you need no matter what...if you are cooking on elements, no matter what kind, you need an exhaust fan above the cooking suface to take the fumes and steam outside the dwelling. If you don't have this , or if you don't want to install this, go to a different answer.
If you have an oven, you want a self cleaning oven. That is a fact . if you don't understand read another answer.
All self cleaning ovens, and all surface cook tops need ventilation to outside
When you self clean an oven, which works really great, terrible fumes are created, and if they can be blown outside, your house stays "smelling ok"
If you have a cook top, and above a fan to outside, and above that a self clean oven, there will be no place for the self clean oven to vent to, so the highest point in your house with smell of burnt fat.
Self cleaning ovens, cook tops, need positive ventilation to outdoors..if you don't do it, you will regret it.
