Weird Al actually isn't parodying any song. This one is an original track written by Weird Al. He's just making fun of the people in society who try to find any possible reason to sue a company. And no, he's not trying to be like Rage Against the Machine, the song just has the same style as RAM.

he's not parodying a song but he's just parodying the style of rage against the machine in musical style and content because they always have songs about some real political issues and this song is just about trivial governmental issues.
