Motorcycle Helmet Exemptions
Revised: December 10, 1999
Effective September 1, 1997, persons at least 21 years old are exempt from wearing a motorcycle helmet if they:
have successfully completed a motorcycle safety course, or
are covered by a health insurance plan providing the person with at least $10,000 in medical benefits for injuries incurred as a result of an accident while operating or riding upon a motorcycle.
Motorcycle Safety Course. The Basic and Advanced Motorcycle Operator Training Courses meet the helmet exemption requirement. The Advanced Motorcycle Operator Training Course is recommended for experienced licensed motorcyclists.
Health Insurance Plan. Defined as " . . . an individual, group, blanket, or franchise insurance policy, insurance agreement, group hospital services contract, health maintenance organization membership, or employee benefit plan that provides benefits for health care services or for medical or surgical expenses incurred as a result of an accident."
Helmet Exemption Sticker. The Department of Public Safety issues Helmet Exemption stickers to persons who:
apply to the department on the form provided; and
own the motorcycle listed on the application;
provide adequate proof of successful completion of the Basic or Advanced Motorcycle Operator Training Course, or health insurance coverage, and,
pay a $5.00 non-refundable fee for each sticker applied for.
Persons operating, or riding upon, a motorcycle with a helmet exemption sticker displayed on the license plate or license plate mounting bracket are presumed to meet the training or insurance requirements for riding without a helmet.
NOTE: Helmet Exemption stickers are serialized and may not be transferred from one motorcycle to another. The sticker expires on the third anniversary of their date of issuance.
A lot of folks don't have the sticker and don't use a helmet either. The cops can and do give out tickets for going sans helmet and not having the sticker on the plate. It's a law that is rarely enforced, but it is a law. Ignore the catty comments, they are clueless folks who seem to enjoy agitating.

mira has the exact answer as i was about to post. riding without a helmet does feel good in the summer, but god help u if the unthinkable happens and u go down. u cant guarentee that u can keep ur head from hittin the pavement if the bike goes down. that sticker wont keep the bike from gettin in a wreck, and it wont guarentee u wont get seriously hurt. avoid the possibility and wear a helmet. hope u dont need to rely on a helmet, but if it comes to it, u wont be able to stop the fall long enough to put the lid on.

some states have laws where you dont need to wear a helmet if you have a certain amount of insurance or are above a certain age, I'm guessing texas is one of these. Your best bet is to call the dmv and ask.
Btw, wear your helmet at least when you go on group rides. On sunday I was stuck behind some lame*** who was taking the long sweeping turns at 70 because he had no helmet and couldnt see.... he was also doing wheelies in traffic and had zero gear, and it looked like he had skin grafts on his hands.

Why would you want to ride a motorcycle without a helmet on the first place?!? Lets trace this back... man started involving himself in a head-cracking activities; instead of seizing them in order to stop the head-cracking he decided to invent the helmet so he can continue with these activities; and now!!! some people decided that they want to continue such practices without the protection of their cranium and the helmet... Here in Florida to wear a helmet is up to the rider - you don't need a law to tell you how to save your life. It is common sense!!! :) Ride safe!!!

In Texas you don't need the sticker to not wear a helmet.
The sticker indicates you have insurance. You can ride without a helmet if you have insurance. The sticker just tell police you have insurance. Without the sticker and without a helmet they can pull you over to verify insurance. When I say insurance I mean medical not vehicle.
No one really has them anyway.
Why would you want to ride without mirrors and a helmet anyway?

Use the sticker to patch the hole in your head after you take a spill without a helmet.
If you choose not to wear a helmet at least have good insurance so the taxpayers don't have to support you if you become disabled.
