I'd also like to be able to change the color of the rain if possible. The rain needs to be able to cover the whole page no matter how wide or how far down you scroll....

Use a css generator to make it if you don't know the code. Use a site like http://friendster-tweakers.com/tools/falling-objects-generator/

That will let you upload an image of a raindrop (find on yahoo images) and then generate the code to have the droplets fall. You can do it with any symbol or image. Customizable too.

The raining effect is accomplished by using DHTML in layers. You can easily customize the number of raindrops and how fast they fall.
