Since Tom Baker served the longest tenure as The Doctor, seven seasons, I will have to say that Tom Baker was the best as The Doctor.
If there could be a second place, it would most likely be between Jon Pertwee and Peter Davison.

I liked Peter Davison. He represented a transition that was a bit more youthful, I liked his lab coat and tennis shoes, and I was able to understand his diction a bit more clearly than Tom Baker. While I only watched the show sporadically, and a lot of it was silly, he still seemed to be involved in some better stories.

No question! Tom Baker all the way . . . though I have to admit the most recent guy wasn't bad. He had a strange, quirky manner similar to Baker.
