can someone please help me rephrase the following statement so that I can understand it better?

It was the strength of the opposition forces, both liberal and conservative, rather than the ineptitude and stubbornness of President Wilson that led to the Senate defeat of the Treaty of Versailles.

This statement claims that:

you think that President Wilson's stubborn and incompetent behaviour led to the defeat of the Treaty of Versailles

And so it is trying to clarify that it was the combination of 2 foreign forces (namely conservative and liberal) that caused this defeat.

It was not President Wilson's stubbornness and incompetence that led to the Senate defeat of the Treaty of Versailles. It was the strength of both the liberal and of the conservative oposition forces.

Treaty of Versailles, was a farce of justice,many experts in history say that World War II (WWII) began because of the Treaty of Versailles. This treaty was an agreement between the Allies, the winning countries of WWI, which were mainly France, Italy, the United Kingdom, and the United States. The treaty was created primarily so that the Allies could decide and agree upon what they wanted to do to the Central Powers, the losing countries of WWI, which were mainly Germany, Austria-Hungary, Bulgaria, and the Ottoman Empire.

The treaty was opposed by both liberals and conservatives.
There were enough of them voting against the treaty that it didn't pass in the Senate.
President Wilson's incompetence wasn't the cause that the treaty failed to pass.

Not sure what you are stuck on.. Grab a dictionary or encyclopedia if you don't understand who Wilson or "Treaty of Versailles" was.
