To develop fluency, comprehension, and an appreciation for it... Sure you can read words but to understand what you have read is a whole other aspect of reading.

You had to learn that two came after one and three came after two and two was between one and three. Also, knowing the names of the words "one", "two", and "three" has to correspond with how many objects are of these things.

And while considering that, you have to learn all of the different aspects of reading.
