I would take a look at the objectives listed on this site and get some ideas from there.
http://www.sfds.net/Academics/Math/3.html

If it were me, I would have a set of number tiles (0 - 9) with mult/div symbols for creating hands-on algorithms (number sentences and fact families) and counters/division charts for demonstrating "sharing" and "left overs" concepts. Possibly, state the activity on a large index card, including examples, and put the answers on the back so kids and check their answers for immediate feedback.

(I teach middle school math but would love to have a chance to teach math in ALL grades.)

Hope this gives you some ideas,
Mon :-)

1. Doing worksheets that make them classify the number (for example) 345 to 300 + 40 + 5 so that they understand the places of the number.
2. Using unifex cubes or blocks that symbolize hundreds, tens, and ones to make different numbers that are one different flash cards.

There are so many things that can be done. You could have games, worksheets, books, and other manipulatives. You can also use the chocolate Hershey bar to teach fractions or create your own or buy file folder games.
