I've actually had some success with toothpaste, of all things. Just remember to use a non-abrasive cloth, such as 100% cotton, or better yet one of those microfiber cloths. And rub from the center of the CD out to the edge, never in a circle around the CD.

I went through this with my CD collection (700+ CDs) when I started trying to transfer it all to my hard drive. I found that almost half of my CDs had scratches severe enough that I could not get an error-free copy. I tried everything I could think of, and as far as the homemade remedies, the only one that I had any considerable success with was toothpaste. It's just gritty enough to work, yet not so abrasive that it does more harm than good. Any abrasive you use will likely leave scratches of its own, but if you pick the right one, those scratches will be much finer than the big ones you're trying to rub out, and with any luck the little ones won't affect the CD playback.

By the way, don't expect a huge success rate, regardless of which method you use. If you have a large number of scratched CDs to deal with, you will likely find that many (if not most) of them cannot be repaired.

For cleaning, window cleaner works great! As mentioned earlier...wipe from the center to the edge! T-Shirt material works great for cloth.

The only scratch repairs that I have had any success with were commercially available. Scotch has one.
