I am in need of a new power filter, I currently have a penguin bio-wheel 200 but I will be giving that to a friend, what problems, if any, will I run into if i purchase a Emperor 400(400gph-up to 80gl)? Because I plan on getting a larger tank sometime. I am worried about what that large of a filter will do to my 20gl.

You will be just fine with that filter. Unless the current is like a whirlpool, you aren't over filtering the tank. Please forget this silly notion of putting too much oxygen in a tank. Thats impossible unless you seal and pressurize the tank. If the current is a bit strong, you can adjust the flow on the new filter to slow it down a bit.

Be careful choosing a new filter - putting too much oxygen into the tank will stress out the fish. You should get a regulator and bleed off some of the air. That will help cut down on the oxygen shock. Maybe consider getting a smaller pump (are you really going to buy a bigger tank and if so, will you need a new pump by the time you buy the 80 gallon?). Consider all of your options now, so you don't end up wasting money down the road!

I'll make easy on you you did the right thing. Getting bigger filter usually helps because most of us over stock our tanks anyway. Now it depends on the fish you keep. If you keep messy eaters like cichlids then double filtration is great the same if you keep waste producing machines like goldfish. Now circulation is a factor to consider but oxygen depletes quickly on the surface. If you plan on keeping tetras then you might have an overkill but don't worry you can just keep the filter on one end and the fish will be fine. By the way the Emperor 400 will also give you more beneficial bacteria with bigger bio wheels so you need to make less water changes.

the 400 has a regulator so you can turn it down. over filtering is hard to much water flow is more like what will happen you can also drown a fish with to much oxygen. so be careful with the air wands and big air pumps
